A new primary school and changes to Common Good
We are proposing to build a new primary school and early years centre as part of an enhanced community hub co-located with Jack Kane Centre, including a new competition standard BMX track.
We want to meet the demand created by new housing developments in the surrounding area, and make Hunter’s Hall Park a safer, more accessible and more enjoyable place to spend time.
As part of these plans, we are proposing
- changes to the Common Good status in parts of the park
- closing and relocating Greengables Nursery to the new primary school and early years centre
- changes to some local school catchment areas.
These proposals will help us deliver new, fit for purpose services and better leisure and education facilities that support people across Niddrie and Craigmillar.
Consultation update – 24 March 2026
On Thursday 19 March 2026 we approved the recommendations in the outcomes report on a new primary school at Hunter's Hall Park.
These recommendations included agreement that a new non-denominational primary school and nursery classes may be established at Hunter’s Hall Park. However, this permission is subject to the conclusion of further engagement with the local community on the design of the new school and its impact on the surrounding environment.
Further details of this next stage of engagement will be published after the Easter holidays.
Greengables nursery closure
The recommendations in the outcomes report included that Greengables Nursery School should be closed and relocated to the new primary school when this opens. We have notified Scottish Ministers of its decision. Under the terms of the , representations to Scottish Ministers can be made in relation to the decision to close this nursery. Anyone who wants to challenge this decision can request that Scottish Ministers ‘call it in’.
The period for making representations to Scottish Ministers runs until midnight on 8 April 2026.

We ran the second phase of a three-part consultation from 7 October to 9 December 2025, including
- an online survey
- three public drop-in events at Jack Kane Community Centre, Castlebrae Community Campus and Niddrie Mill Primary School
- two public meetings at Castleview Primary School and Greengables Nursery
- meetings and workshops with local stakeholders and community groups.

Read the outcomes report from this engagement. This report will be considered at the full meeting of the City of ΎΕΙ« Council on Thursday 19 March 2026. It seeks approval to establish a new primary school and associated catchment changes, and the closure and relocation of Greengables Nursery to the new school site. As yet, no decisions have been made.
The was considered by Culture and Communities Committee on 11 February 2026. Councillors agreed to defer a decision on this until further consultation has taken place, especially around the changes to green space and the potential environmental impact on the site.
